Authorize a runtime bundle download for the calling API key

Called server-to-server by the packages.telys.ai runtime host to gate a self-service download: a valid API key whose plan grants the Telys runtime (products.telys) gets 200 + the entitlement; otherwise 401 (bad key) / 403 (no runtime entitlement). Mints nothing — a pure authorization check.
