Claim a treasury payment (Robinhood Chain)

Robinhood Chain only, when a treasury is set (treasury on its method): after paying the treasury, send the transaction hash; it is verified on chain and credited. Paying your own deposit address needs no claim — prefer it (and POST /deposits/check to see it now).
