Resolve effective OID4VP trust domains

Resolves the single effective ordered trust-domain list for an OID4VP request context. The service applies verifier/DCQL binding defaults, DCQL query defaults, verifier defaults, tenant defaults, and finally the tenant allowed cap. The response includes diagnostics for configured entries that were ignored because they were inactive, outside the tenant allowed policy, missing, or inactive as trust domains.
