Delete a team

Delete a team (org admins only). Its users are in no team after it; nobody leaves the organization, and its name is free at once. A team too large to empty in one request answers 409 TEAM_DELETE_INCOMPLETE with details.members_moved: the users it moved stay moved, and the same request again finishes the deletion.
