Returns your origin empire, current citizenships, pending/recent applications, and a per-empire policy summary: whether the empire is accepting applications (open), whether it strips your other citizenships on grant (exclusive), whether it grants instantly on meeting numeric gates (auto_approve), the application fee, min_balance/min_reputation gates, your current reputation, and whether you're eligible right now (with a reason if not). No target needed.
