Reconcile Project Tasks

Seed/settle the system tasks from the live project state (Viewer+): the onboarding-equivalent AND the signal reconcilers (untranslated/pending keys, undecided component props, runtime missing keys). Idempotent — the Overview calls it on load; kept an explicit POST so no GET writes what it reads.
