Purge Keys Bulk

Batch HARD-delete (irreversible) — ProjectAdmin only. Purges ONLY keys that are ALREADY in the trash (deleted_at set); an active key is refused per item (code=not_trashed) — you must trash before you purge. Cascades to translations + history.
