Create Code Scan Prop Ignore

Ignore a whole component (prop omitted) or one (component, prop) (Developer+).

IDEMPOTENT: a re-POST of the same triple returns the EXISTING rule with a 200 — never a duplicate, never a 409. A null-prop rule and a string-prop rule coexist on the same component (distinct triples).
