Image alt-text coverage per language (spec §4.3 + §1.3).

Eligible = keys of type image (base_role = alt_text). This endpoint reads the BASE value in translations, NOT translation_overrides — the alt of an image IS its translated base value. That is the structural difference with screen-reader and plain-language, hence surface: null. missing_source_alt = images with no alt in the SOURCE language.
