Content — authenticated AND on a paid plan.

Takes an API KEY as well as a browser session. This is the product's nominal path, not an edge case: the CLI authenticates with snt_live_..., and agents add is the whole reason the content moved to the server. Requiring a user session made the endpoint unreachable by the client it exists for.

is_staff BYPASSES the plan gate: the gate is a commercial boundary for customers ACQUIRING agents, while staff editing is an internal operation on our own product. A right to write that did not imply a right to read would be incoherent.
