Update or create a pricing plan version (upsert)

Requires the PRICING_PLAN.CREATE, PRICING_PLAN.STATUS.UPDATE or PRICING_PLAN.UPDATE permission. Creating a version: A status other than DRAFT also requires PRICING_PLAN.STATUS.UPDATE. Updating the version with the same pricing_plan_id and version: Changing the status requires PRICING_PLAN.STATUS.UPDATE; changing any other field requires PRICING_PLAN.UPDATE.
