Name Available

Pre-flight for create_app: is this app name free? Use before create_app (the UI checks it on the name field). When taken, existing carries the app_id + provisioning_status — a failed/incomplete app can be recovered via POST /apps/{app_id}/resume instead of being recreated under a new name.

Registered before GET /{name} so the static path isn't shadowed by the {name} param.
