Add Ticket Message
Reply on a ticket. Answers the agent's outstanding question when there is one.
An answer (which resumes the run) only while a run is waiting for one; otherwise a comment — see ticket_runs.reply. Returns the whole thread, the way every board write returns the whole board — the caller replaces its state with the server's view rather than patching its own guess.
