Who an announcement is for.

• all — every account that has signed in at least once.
• users — the accounts in user_ids.
• orgs — members holding one of org_roles in orgs matching the filters. No filters means every org, which with the default roles is "everyone who manages an org". org_plans and app_tiers both have to match when both are given; an org matches a tier when any of its apps has it.
