Canonicalize a URL

Lowercases scheme + host, drops the default port, resolves ./.. path segments, and optionally sorts query params / strips the fragment. A missing scheme or a host outside the RFC 3986 authority charset is rejected as is_valid:false.

Reproduce with any JCS library: input_hash = sha256(jcs({"tool": <request path>, "args": <your body minus include_trace/include_receipt>})); result_hash = sha256(jcs(result)). For deterministic tools, same input on the same build reproduces result_hash.
