Resolve a timezone abbreviation with strict ambiguity handling
Strict variant of normalize for abbreviations only: returns is_valid=False + is_ambiguous=True when the abbreviation maps to multiple zones and no country_hint is given (CST, IST, BST, AST), and is_valid=False when a supplied hint matches no candidate zone (candidates ride along either way). A hint that RESOLVES the pick returns a definitive answer with candidates narrowed to the hint's matches (chosen zone first) and is_ambiguous describing the narrowed list — false for every country hint; a broad non-country hint ('America') can keep several matches and stays flagged. Use when you want to prompt the user rather than silently picking.

Query parameters
Set true to attach an execution receipt at meta.receipt — caller-verifiable sha256 hashes over the RFC 8785 (JCS) canonicalization of this call's as-received JSON body and its result (free, like include_trace). Reproduce with any JCS library: input_hash = sha256(jcs({"tool": <request path>, "args": <your body minus include_trace/include_receipt>})); result_hash = sha256(jcs(result)). For deterministic tools, same input on the same build reproduces result_hash.
