List child jurisdictions of a parent

Return all jurisdictions whose parent_code matches the given value. E.g. parent_code='US' returns all 59 US states, territories, DC, and armed-forces postal codes. A known code with no children answers is_valid true / count 0 at full confidence; an unrecognized code answers is_valid false with why_invalid.
