Describe a cron expression in plain English

Returns a human-readable description of a cron expression, e.g. '0 9 * * 1-5' → 'At 09:00, Monday through Friday'. Descriptions are English-only ('en'). Useful for review UIs and for agents confirming user intent before scheduling.
