Return GHS hazard classifications for a batch of compounds

Batch variant of /chemistry/hazard/classify. Each item carries its own query and query_type. Charges 2 cost_units per answered item (PubChem upstream + cache work); 1 for an empty-query item (rejected locally before PubChem is called); an item with an unknown query_type rejects unbilled (INVALID_INPUT). Max 50 items per batch.
