Get Schema Apps By userId

Get all SmartThings Schema Apps created by the specified userId. Using a Personal Access Token with this endpoint is the same as the getAppsByUserToken endpoint. If a Personal Access Token is used, userId must be the samsung_account_id that the Personal Access Token defines.
