Add a program process exception for an install

Creates an exception record in the program_process_exception table.<br/><br/>If processSid is provided, it will be validated to ensure it is associated with the specified program.<br/><br/>If examSid is provided, user permissions should be validated to ensure they can access the exam.

Optional SID of the program process. If provided, must be associated with the program. Pattern: PC + 32 hex chars.

Optional SID of the exam. If provided, user permissions will be validated. Pattern: EX + 32 hex chars.
