取得可購買的 Credit 套餐列表（公開）。

PAYG 加購需要有效訂閱（任一方案，含 Lite）；此處回傳靜態的 requires_active_subscription 與升級門檻，前端另從 /user/preferences 的 plan_info 判斷當前用戶是否已有有效訂閱，無訂閱時顯示「先訂閱」CTA。
