Turn shows running on or off across Sleeper (admins only).

Shows running across Sleeper: the operator's platform-wide stop for unattended show spend. Off, no show runs on its schedule and no scheduled episode continues (one being made is held); previews and extras a creator confirms still run. Admins only; every change is audited. 403 admin_required unless the credential's account is an admin right now. Idempotent (changed: false when it already was). Scope: account:write. Free.
