Get all transfer numbers for an agent

Returns all configured transfer numbers (active + inactive) ordered by sortOrder. Max 20 per agent is a hard limit. Each entry includes label, description, phone, work hours, active flag, sort order. Use to render the routing list, validate setup, or audit rules.
