Get organization subscription status

Returns the caller's org paywall entitlement for the subscription screen: whether they are entitled to create/keep an org, their subscription status (active / canceled / null), whether they are a platform admin (admins bypass the paywall), whether billing is configured on this deployment, and the per-seat monthly price in cents. Requires an authenticated user.
