Deep readiness health check

Public, unauthenticated. Probes the database (Prisma) and, if configured, Redis, returning per-dependency status and latencyMs. Responds 200 with status: ok when healthy, or 503 with status: degraded if a dependency fails. Wired as the App Runner health-check URL; responses are never cached and error internals are never disclosed.
