Fetch a single published skill
Returns one public skill with inline SKILL.md + supporting files. Identical per-skill shape to the entries in GET /api/v1/library — the CLI uses this route when the user runs skillrepo get <@owner/name> for a skill not in their library.
Pass ?version=<label> to fetch a SPECIFIC past version instead of the current one (#2379). Non-owners may read only graded versions at or below the one the skill currently serves; a hidden, ungraded, recalled, or nonexistent version returns a 404 identical to that of an unknown skill, disclosing nothing about which applies.
Rate-limit bucket: cli-crud (60/min per key). Uses the registry:read scope — which is default on every key — so in practice the scope gate never rejects today. Retained as forward-compat defence.
Visibility: public skills only. Moderated, analysis-pending, and private skills all collapse to 404 — the route never leaks which failure mode applies.
