Database Vacuuming

Removes the duplicate samples (a retried write, a client that sends twice, a crash in the middle of a request leave some), then cleans up and optimizes the database and reclaims space, as far as the storage backend supports it. Only exact duplicates go: two different values at the same timestamp are both kept. Requires the delete scope, and a token without a sensor allow list.
