Download a client's Drake fill CSV (System-B; feeds DrakeFiller.exe)

Build the resolved fill CSV and stream it as a download. Fail-closed: 409 if any row does not resolve to a calibrated Drake control. Hand the CSV to DrakeFiller.exe on the preparer's machine.
