Refresh the OpenSVC service definition of an app

Re-renders the app's service definition from its template and settings (timeouts, priority, volumes, routes) and pushes it to the live OpenSVC object without restarting it; the next start uses it. The database counterpart is servers/{serverName}/actions/update-opensvc-template.
