Get Calibration Metrics

Get calibration metrics including Cohen's Kappa scores.

Retrieves calculated Kappa scores, confusion matrices, and historical trends for display in the calibration dashboard.

Args: run_id: Calibration run UUID current_user: Authenticated user db: Database session

Returns: Calibration metrics including Kappa scores for all judge types

Raises: HTTPException: If run not found, access denied, or no ratings available
