Get prunable contract data

Returns a list of all contracts that indicates how many bytes can be pruned from each contract. If objects are removed, they are removed from the database first and foremost. It is only when the contracts are pruned that hosts are no longer obligated to store the sectors, which effectively removes the data from the network.
