Get patch-install usage for the organization's owner.

Patch installs this allotment period, and where the account stands against its plan. The plan, install credit and overage limit are the organization's billing account's, and the position counts every app in every organization the organization's owner owns. The apps listed are that full set only when the caller is the owner; any other member sees only this organization's apps. Requires the plans.view permission, which every role except auditor holds.
