Delete a team organization and all of its apps.

Permanently deletes the organization and every app in it, with each app's releases, patches and stored artifacts. This cannot be undone. Personal organizations cannot be deleted.

An organization that has apps cannot be deleted while its owner has a billable Shorebird subscription: cancel the subscription first. An organization with no apps can always be deleted.

If a step fails partway, apps already deleted stay deleted and the organization remains; retrying finishes the job.

Requires the organizations.delete permission, which only the owner role holds.
