Delete a workspace (tombstone now, storage cleanup by the cell)

Sets desired_state=deleted and deleted_at, revokes tool access immediately (workspace revocation watermark, agent sessions revoked) and creates a delete operation for the cell. A file-first workspace’s tree revisions are deleted with the tombstone and the cell deletes its stored files. Repeating returns the same operation. After deletion finishes (observed_state deleted), the key can open a new workspace ID; old IDs and tokens remain deleted. Supports Idempotency-Key.
