List the caller's connected integration tools

Returns the tools of the caller's ACTIVE connections as function-calling schemas (external name, description, JSON Schema parameters, provider). Returns an empty array (not 404) when the feature is disabled. Consumed by the Kocoro Desktop daemon's local agent loop.
