Push agent definitions from daemon (sync write)

Daemon upserts its local agent roster to the cloud mirror. Supports incremental and full-sync modes. full_sync=true deletes cloud agents not present in the batch (gated by sync_started_at to avoid racing concurrent creates).

full_syncboolean

When true, soft-deletes cloud agents not present in this batch (subject to sync_started_at gate).

sync_started_atstring date-time

Timestamp when the daemon began collecting the batch. Cloud-side agents created after this timestamp are not deleted.
