Archive a long-term memory

Archives the memory instead of erasing it, so Luca stops using the fact while the record and its provenance survive. Reverse it with a restore patch. A typed fact answers 409 memory_fact_locked: confirm or reject it instead.

Session-only. This endpoint isn't on the API-key allowlist. An organization API key gets a 403 here, whatever scopes it holds.
