List persisted inbound pipeline debug events

Stored trace events from the inbound pipeline, for working out why a message routed, drafted, or stalled the way it did. Admin only, and a user session only. API keys get a 403.

Session-only. This endpoint isn't on the API-key allowlist. An organization API key gets a 403 here, whatever scopes it holds.
