Update order state

Transitions the order to a new state. With the root-level 'action_type' field set to 'update_customer_data' and no 'state', it instead updates the customer data (customer, delivery_address and invoice_address) of a pending order — allowed only while the order is still solicited, the shopper has not started the identification and the checkout form URL has not been delivered by SMS or email.
