Agent Enroll

Exchange a one-time enrolment token for a host credential.

The installer calls this with the bootstrap token and writes what comes back into identity.json, so the agent only ever holds a session credential. Every refusal carries a stable error so the installer can tell the operator what happened instead of leaving a host that silently never connects.
