Set the org's scheduler models

Replaces the organization's scheduler model opt-in. Each model is validated against the models the scheduler supports; an unsupported entry returns 400 with the list of unsupported and valid models.

The provider/model identifiers to opt the scheduler into, e.g. anthropic/claude. The supported set is configurable, so do not hard-code it: an unsupported entry returns 400 listing every value that is accepted.
