Clear the org default CTA template

Removes the default flag so that no template is the org default. Live content items that were inheriting the default switch to none, and their citeables pages drop the CTA; items that are not live keep default, which resolves to no template until a default is set again. Succeeds even when no default was set. Requires the GEO product.
