List Flow Loop Pauses

List the contacts this flow is (or was) paused for by loop protection.

contact_name is filled only when the caller ALSO holds contacts:read (otherwise null).

A flow is paused for a contact when it started for that contact too many times in a short window via contact triggers. Newest pause first.
