Send Test Alert

Send a test alert through the normal dispatch path.

Founder decision #10: test alerts on paid channels are billed like real sends. Throttled (security review #3/#8) and the free-text message is dropped in favour of a fixed body (security review #12 — customer text must not ride our WABA template / Slack markdown).
