Post an exact Kevin-approved support ticket reply

Platform-admin principal and admin scope only. The SHA-256 hash must match the exact body. An audit row is written before the comment; a failed insert gets a failure audit. No email or automatic status change. Resolved or closed tickets require explicit reopen.
