Ask one question about one registered business

Question-style single-record lookup. Send either a full LOCALDATA management_number (with its Korean issuing region when the number repeats across local governments, as urban-homestay and hanok CDFI numbers do), or the registered business name together with its Korean issuing region. The response carries only what verification needs: name, permit type, official status and its as-of date and, for keyed callers, the management number, issuing authority, permit date, source citation, and stable record URL. No pagination, no browsing, no bulk fields, and no totals. Anonymous callers share the public allowance of five lookups per UTC day per IP (the same five checks as POST /api/registry/verify and the form); each anonymous lookup uses one whether or not it finds a record, and receives the minimal fields. A free API key issued instantly by POST /api/registry/keys raises that to 120 lookups per hour and unlocks the citation fields. Removed bulk surfaces (area browse, context preview, catalog-checks.json, snapshots) answer 410 and point here.
