Update organization settings

Updates the settings named in the body; settings left out keep their current value. A new default developer fee applies to virtual accounts created or retargeted from then on; existing accounts keep the fee they were opened with. Owner or admin role required.

va_developer_fee_bpsinteger required

Default developer fee, in basis points (100 = 1%), for virtual accounts that auto-liquidate. It is only a default: it fills in developer_fee_bps when a virtual account is created, or its liquidation is updated, with a liquidation target but no fee of its own. A fee on the request, 0 included, always overrides it. It never applies to quotes or payments, to virtual accounts without auto-liquidation, or to accounts that don't accept a developer fee, and changing it does not change accounts already set up. 0 (the starting value) applies no fee.
