List account holder industries

The industries an external account's account_holder.industry accepts on a bank account, as a bare array sorted by code: those usable as a payout destination on every route. A subset of GET /v0/industries, currently all of it; a code outside this list is rejected on bank account create and holder update. Unauthenticated.
