List source classification rules

The project's source classification rules: each names a subdomain or path of a cited domain (business.linkedin.com, linkedin.com/help) and the Source Type its citations take. status says whether the stored citation types reflect the rules yet: after a change, status.applying stays true until the numbers have refreshed, within a few minutes. Needs only the read scope.
